Local MP - Should be CC'd

Ed Davey  <edward.davey.mp@parliament.uk>

As a local resident and business owner the following should be brought to his attention :

No Local Demand
----------------

The planning change was requested by United Buses, not by any local resident.

Failure to Consult
------------------

No one with the exception of a handful of properties on Surbiton Hill Park were consulted.

Failure to acquire quantitive data
----------------------------------

The planning report mentions that "buses experience significant delays in this section". However, the the report does not mention the dates and
times of the data collection, the number of buses delayed, the mean delay caused solely by the single traffic flow, the standard deviation of the delay,
nor the expected improvement of bus timeliness caused by this parking change.

No quantitive data has been acquired or demonstrated that existing traffic speeds are within limits. Removing calming measures will only increase speeds.

Failure to Consider Local Business
-----------------------------------

Full business day parking restrictions will dramatically affect trade in local shops. Stear's have been a family business for many years and are a
Berrylands icon.

Failure to consider knock-on parking effects
---------------------------------------------

Parking restrictions will cause migration of parked cars to other more residential roads - namely The Ridings and The Roystons.  These roads currently have very low
traffic density, and as such are safe for children to play out on - a rarity these days. Residents in theseroads were not consulted.

Failure to consider increase in traffic speed
----------------------------------------------

The report mentions that they expect increased traffic speed. The report makes no commitment to measuring traffic speeds both before and after any changes - only points out that it _could_ be done.

No evidence for lack of current safety
---------------------------------------

Only two accidents have been reported 2000-2010 on the nominated stretch of road - both to car occupants - implying too great speed on entry to traffic
calming - which will be removed. This does not give rise to any quantitive evidence that the road is unsafe - quite the opposite. (see accident data link)
